One metric cannot identify the mechanism.

Reach is a useful observation. It is not a direct measure of audience desire, platform treatment, or content quality. WITNESS compares related signals and challenges multiple explanations rather than mapping one number to one cause.

Decision consequence

The diagnosis changes the action.

If demand is healthy but discovery fell, rewriting the work to “fix engagement” may be the wrong response. If distribution is stable but returning audience and completion both deteriorate, audience-fit questions become more important. The evidence should decide which intervention deserves attention.
